That tag line is an obvious take of the novel “Here be Dragons” by Sharon Kay Penman. Here Be Dragons (1985) is the first of Penman's trilogy of novels about the medieval princes of Gwynedd. One of her most popular novels, about which Penman states, “I think Dragons is so popular because it was virgin territory for most readers."
And the world of czars will be virgin territory for most readers, too.
The White House does not really like the name czar, maybe because it has its roots in the Russian word Tzar
The word Potentate comes to mind.

Arbiter, aristocrat, big cheese, big shot, big wig, boss, brains, brass, buff*, city hall, connoisseur, egghead, establishment*, exec, executive, expert, feds, front office, governor, guru, White House, judge, kingfish, kingpin, law*, power elite, pro, professional, professor, pundit, scholar, specialist, textbook, top brass, top dog, top hand, upstairs, veteran, virtuoso, whiz, wizard.
But a skunk by any other name would smell...?!?
That line's taken too. But you get the drift.
President Obama is not the only one to appoint these Potentates.

A man can be judged by the company he keep and the people he hires, whether they be called potentates, boss, guru, or top dog.. I don't think most of them have your best interest at heart. He hired, but we've got to fired them.
